The inner dimension is 3/16.”
The outer dimension is just over 5/8.”
The thickness that sticks out of the post is .150″.

how would you suggest making this insert water tight so no rainwater can enter the (hollow) post?

The Insert Sleeve is a very tight fit so water is not likely to get inside regardless, but if you want some additional protection you could apply a bead of silicon around the interior of the sleeve immediately before you press it into place. You might get some squeeze-out that you’ll want to wipe down.
